From the Washington Examiner:

The home page for the Catholic Diocese of Bridgeport, Conn., included a note last week exhorting Catholics to tell Gov. Jodi Rell, R, to repeal the death penalty. By the standards of Connecticut government officials, this was an illegal act of influence peddling in violation of the state’s lobbying laws.

It looks like to me that both sides are in the wrong. Regulating church finances is stepping in where the State does not belong. And the diocese has been very specifically involved in promoting details of law creation. The church should let a lay organization do the lobbying, and the State should not try to pass laws to control the church.

How Churches finance themselves comes under the normal and regular authority and scrutiny of the State.

If Churches apply to the State for tax exempt status, for instance, these same Churches are prohibited from operating as "for-profit" entities....and prohibited from engaging in "political lobbying activities"...etc...

The same Churches also cannot engage in subversive, illegal, or terroristic activities or speech and hide under the cloak of 1st Amendment protection by claiming 'separation of Church and State'. The KKK tried that for decades with no effect.

Likewise, Churches are and should be prevented from enagaging in ponzi schemes or other fraudulent activities bilk the unwary via the internet, radio, television or other regulated communication media. Jim Bakker was convicted and served time for such crooked practices.

So YES.

The State DOES and SHOULD retain the authority and power to investigate and regulate how Churches raise money and to verify where that money comes from and where it goes.

In fact, that the US Government had the right to investigate 'Church' finances was one of the key points of the George W Bush Administration's policies in the "War on Terror"...by following the 'money trail' of mosques and individual religous donors....

So YES.

ABSOLUTELY.

The State does and SHOULD have the authority to regulate and investigate Churches and their finances...

Without question.
